Pass CI Gate
Pass IOA Global CI Gate (shadow-code, imports, SPDX headers)
Publish Evidence
Publish at least one verified EvidenceBundle with enforce=true
Retention Policy
Maintain evidence retention policy ≥ 90 days
Upon successful CI verification, IOA automatically upgrades the runtime to Silver Badge status.
